    Dr. Alfredo Gruel Culebro has worked in the Instituto Mexicano del Seguro Social (IMSS) in Mexico City as a family physician, head of the Family Medical Service, head of the Occupational Medicine Department and director of a primary care facility in Mexicali. He served as director of the Occupational Medicine and Disability Department in the Instituto Servicios Sociales para los Trabajadores del Estado de Baja California (ISSSTECALI) and later he was director of sanitary regulation for the state of Baja California, a branch of the Baja California Secretariat of Health. During this period he was responsible for the regulation of all establishments that offer services and materials affecting people´s health (outpatient clinics, hospitals, restaurants, pharmacies, etc.). He is a Diplomate in Health Economics and Management from the Centro Interamericano de Estudios de la Seguridad Social. Dr. Gruel is a founder and past president of the College of General and Family Practice Physicians of Mexicali and also past president of the Mexicali Baja California Medical College. Currently Gruel is the Medical Services Coordinator for Hospital Almater, a private hospital in Mexicali. He also has his own private practice in occupational medicine. Born in San Diego, Calif., he has lived in Mexicali all his life. He received his medical degree from Universidad Autónoma de Guadalajara and has received post-graduate training in occupational medicine from the Instituto Mexicano del Seguro Social (IMSS) in México City.
